You simply don’t pay the utilities in a passive way...let the utilities themselves shut them off. The judges can try to jail the home owner but in the end its Con Ed and the local water departments that have to shut off the utilities...not the homeowner. Also, since they have no bail laws...they have to let the home owners out of jail.

That's a great thought. But then, I could see the squatters running a garden hose to the neighbor's water spigot to get water, tapping into the neighbor's electrical, maybe even their cablevision. Lookout 3rd world...here we come...
