Because historically that’s not how populations work, once a population group gets into a lifestyle/culture that fosters negative population growth, it never stops, it goes into a depopulation spiral and eventually the group disintegrates.
The two aren’t mutually exclusive.

through the roof, and their government is destabilized.
Not true. The black plague wiped out half of Europe in a short time. Those that survived lived well.
I do not see a declining population is necessarily bad. Who is to say what the proper population size is for an island the size of Montana?
That was not a depopulation due to lifestyle/culture factors. That’s a depopulation due to an external factor. Disease, famine, war, etc have always wrecked havoc on population, but populations can quickly recover from those as long as the people still had lifestyles that supported procreation.
It’s when the culture/lifestyle of a society no longer is geared toward supporting having children or having multiple children. That’s when the population death spiral happens.
That sentiment only works if the society is willing to give young people the ability to opt out of taxation earmarked for pension payments for geezers.
