“winner-take-all” model in Nebraska.....a key electoral state.

But Speaker John Arch is hampering the effort, saying the
“time for adding bills is over” in this legislative session.

Gov. Pillen needs to (a) call a special session or
(b) add the measure to the upcoming planned tax bill special session.

President Trump needs this w/t/a electoral vote in November.
This is a national issue; the Governor can and should act on this.
