Wouldn’t it positively affect those to whom it doesn’t apply? Since they can pay their workers less than the big boys, aren’t they now at a competitive pricing advantage?
If the workers see that another business is offering $4/hour more pay for the same duties, they will be discontented and less happy with their situation.
