I'm retired LEO and military and that's not how we were trained. We were trained to fire two rounds to center mass and then make sure the threat was neutralized and the world around us was a safe place. Every weapons platform has what's called a minimum response. That's the number of rounds you're supposed to fire at a threat. When firing a pistol, two rounds was the minimum response. Never during my LE or military training were we ever instructed to do a mag dump. That used to be Hollywood theatrics, but now it's become the standard for so many officers.
Insurance companies will not insure cities that train the old way. Too many perps were ending up in wheelchairs and getting pushed by their lawyers in front of a jury of their peers to tell their side of the story, resulting in $20 million payouts.
