You have to list who all you were in contact with while you were out of the country so the CDC can track them down if you come down severely sick. In other words they’ll hunt them down and quarantine you and them like during Covid.

Wow! So I have to ask the hotel registration person, bellhop, concierge, people sitting next to me at the theater or restaurant or bus or boat ride, etc. for their names, addresses and contact information?
I'm sure they'll have to problem handing over that information.
