It should not cost a penny more than what it cost to build.(adjusted for inflation.) The anchors are there. The design and engineering are done and on file. Install provisions to prevent it again and finish quick.

It’s really not that hard to fix.
First eliminate unneeded environmental studies as this is a replacement not new.
Most of the bridge is intact on either side of the collapse. no need to replace those sections just inspect to ensure there is no major damage
Pull out the old design and rebuild. The bridge worked fine
Install new dolphins that actually protect the bridge from the new very large cargo ships.
If there were competent people running the show this could be done in two years or less.
There is no hope this will happen
