Sadly, not banned, they just can use US funds and paid time to do it. I’m sure some mentally ill workers will volunteer the flags and time to put them up.

Exactly, this little rider was put there so the Republicans can say look at what we did we banned the poofter flags at US Embassies. They will just use “volunteers” to hang them. No change at all
