Does Russia have the cyber capability to monitor and decode Telegram? The US does. I believe furnishing that intelligence to Russia was to prevent the attack from going down, or at least mitigating it, but Russia did not take the bait. Russia made a mistake in not listening. Yet, if our INTEL people did decode Telegram, we would have known who the players were, and what the plan was, including the weapons drops and paychecks. The whole SPY vs SPY game makes your head spin, except for one detail-
