The dam could only be blown up with tons of planted charges, and it was only the Russians that had access to the dam proper and its maintenance tunnels.

If that were not so, and it was the Ukrainians that held the dam sufficiently well to move tons of explosives to even the powerhouse, the Ukrainians wouldnt have bothered blowing it up, as they would have had a bridgehead across the dam.
