How can a new Congress address Electoral College or election issues related to themselves?

The Electoral College does not convene until Janurary, after the new Congress is seated.

Electors meet in their respective State capitals on the second Monday in December and cast their votes, which are sent to the Secretary of State along with certificates of ascertainment from their State's Executive authority; both for transmittal to the President of the Senate for counting in public in a Special Joint Session to occur on the first business day of the new Congress in January.

The Electors cast their votes in December. But, the votes are not counted and accepted by Congress until January, after the new Congress is sworn in.
