It was in a case in which a state claimed 8th Amendment applied to FedGov. only not to excessive fines by a state. The state took a $40,000 car to pay for a crime which had a maximum $10,000 penalty.
The state, I can’t remember which, lost 9-0.
RBG said the 14th Amendment extended all rights in the Bill of Rights from encroachment by ANY governmental organization in the United States.
