It’s called a siege. Surrounding and encapsuling the enemy has been a time-honored method of forcing the said enemy to capitulate.
Hamas may or may not respond to this pressure. But the few remaining rational civilians are certainly susceptible to such a strategy.
International law now requires humanitarian aid be allowed to reach civilians.
