Many cities sold land in flood plains back in the 1950s. I still remember the Tulsa flood of 1957 before the Keystone Dam was built, flooding sub-divisions along the Arkansas River.
We got caught in the Mingo Creek flood of 1976 and my brother in the same flood of 1984.
