land scams like these have been around for at least a century ...
florida was famous in the 1920s for land sales of “lots” that were under water ... in colorado, in the 1970s, sales of worthless lots was endemic in the high mountain desert of the South Park plain ... i personally attended a high-pressure sales junket for entertainment purposes ... i got free scrambled eggs for breakfast, $5 for gas, and a free shower head!
