Is it their full term?

Or when the members all meet to do business, “in session”?

What is a session?

The key phrase is "in attendance."

It means several things:

  1. On the floor of their chamber.
  2. Meeting in committees.
  3. Meeting constituents, lobbyists, and other members in their offices.
  4. The line from the Constitution that I excluded: "and in going to and returning from the same."
    • This includes traveling to and from the Capitol building.
    • Traveling from offices to meeting places.
    • Traveling to site visits under Congressional authority (e.g., delegations to the border, hearings in other cities, trade delegations to foreign countries).
