George W Bush. On 9/11, he wanted to go back to Washington immediately. He was not allowed to go back. Instead, they went to Barksdale Air Force Base.
“Forbidden” is a strong word. I don’t think Trump was “forbidden”, he was persuaded to stick to the plan to go back to the White House.

On any given day I could see where that might be the case, on this particular day when the entire day is literally scripted mile by mile, Bridge underpass by Bridge underpass Railroad crossing points by railroad crossing points I mean this is a detailed day... the script is followed to the letter, published, and disseminated throughout the different government agencies with security in place.
This particular scenario was not included on that sheet of music therefore it wasn’t going to happen.

I think due to Separation of Powers, the protocol is that President has to ask Congress for permission to come to the Capitol Building.
Similarly, Congressmembers have to ask to go to the White House or SCOTUS, etc.
