It's a case of MAD. Mutually Assured Destruction. The greatest deterrent of all. Just knowing that their smaller, weaker enemy can hurt them badly will change their thinking.
Last I looked the US had about 1700 warheads deployed and around 1900 in reserve. Will Russian nukes function any better than their two-weeks-to-Kiev ground forces have after two years?
