I think you’re right. All Denver has to do is pass an ordinance saying that a landlord has to rent to whomever the city tells them to. The ordinance would probably be legal, as the landlord will be paid by the city (for a while, anyway).
Then look out below. Rental properties will be destroyed. And good luck trying to evict anyone.
