The Constitution reads, as amended: “counting the whole number of persons in each State”. It doesn’t restrict to Citizens.

Yes, it should be amended to “whole number of persons legally in each state”. With that said maybe our red states shouldn’t be shipping them out. LOL

The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.
Since the federal government has broken the main part of the agreement, the rest of the agreement is null and void.
