The article you posted doesn’t even mention Bank of America at all, and yes, I don’t think going to a bank to get cell phone data would be productive.

You get cell phone data from cell phone or tech companies like google, as mentioned in that article.

Bank of America Brian Monynihan and our government feel differently. Your government asked the bank and received cell phone location data from that bank in order to prosecute people who were in the area and not even in the building. Some of them are in prison right now. More have been identified to be charged in the future because of this data.
