Good find, But those are tethered, low altitude Border Patrol Surveillance balloons; part of JoeBama’s pretending to actually do something to secure the border.
I think (but don’t know for certain) that they are talking about something higher and farther north.
ADS-B is only going to show crafts with active transponders. No transponder, then no tracking via ADS-B.
Looks to me that those 4 US balloons are stationed along our border with Mexico. Probably gathering real-time intel, to be passed along to the cartels so they know when and where it is safe to cross.
