Yes- this the VERY definition of a High Crime. Not a misdemeanor in the colonial sense. The President does NOT have the Constitutional power to excuse debt financed by the votes of the purse string holders of the Constitution- the US Congress (specifically the House of Representatives must originate the expenditure bills for these “loans”).
