Not a lawyer, but isn’t possession 9/10ths of the law? Arizona possesses him. After he serves his sentences in AZ, then NY can have him.

Arrested 13 times in 3 years in Arizona, and Florida may have a claim on him too. He’s reasonably suspected of being a serial killer too, and New York wants to be an accomplice.

After he serves his sentences in AZ, then NY can have him. A Maryland judge refused to extradite Willie Horton to Massachusetts. He was convicted of rape, robbery, and assault in Maryland after escaping from a work release program while serving life without parole in Massachusetts.
