For anyone wanting to go to Hawaii, this will not stop them. Now, if they decided on a higher amount and/or making it a per night fee, they might lose small percentage of tourists.

Wouldn't want the sticker shock to scare off the marks too soon.I'm not aware of a 'fee' of this sort that has ever been reduced. They will just bump it up incrementally forever.
