I wondered how someone who could make Admiral in the United States Navy could becomes such a liar for the regime, but then I read his bio.

It turns out that Kirby was designated as "restricted line officer" (not eligible for command) after his first sea assignment.

Kirby went into the public relations section of the Navy where he remained for the rest of his career. His promotion to Admiral was largely managerial and had nothing to do with military prowess.

That explains a lot.
