The thing is the base you are talking about is definitely NOT illegal. It has the blessing of the Jordan Government, which is our ally in the region. That base was used by Trump in his war against ISIS. Trump never, ever, demanded this US base (Tower 22) to be dismantled.
Only Biden dismantle bases, just like he did in Afghanistan.
