Oh, there are billions of $$ appropriated for that, but the Federal (and some state and local) policies overwhelm the positive enforcement (etc.) efforts.
Oh ya! Like the billions appropriated for the foreign wars we are funding?
Or the billions we are funding for the border jumpers to put them up in fancy hotels in the cities? Or the three squares we give them everyday? Or the flights to and from places all over the country?
Yet no money to clean up the streets and get EVEN HOMELESS VETS, off the streets of this country.
