If Texas effectively closes the border from Brownsville to El Paso, the migrants can be routed through California and Arizona. (New Mexico has only a couple of border crossings on back roads in a desert area.) The illegals and the gangsters and NGOs directing them would be inconvenienced because that would require hundreds of additional miles of travel in both Mexico and the U.S. But it could be done, as the criminals and Deep State acolytes have unlimited finances.
