Key word is “when” it becomes overwhelmed. He and Mayorkas will just say it’s not ovewhelmed.He has to say "when" because otherwise he would have to say, "insofar as it has already been overwhelmed since virtually Day One of my administration."

The democRATS have already ‘defined ‘overwhelmed’ to be “more than 2 million a year”. Anything less than that means the border is ‘closed’.
