CHICAGO — Franklin Travieso Zerpa, a 31-year-old Venezuelan migrant living at the Standard Club shelter in the Loop, has managed to do something few native Chicagoans have done: get arrested three times in three months.
His local legal troubles began on October 30 after TJ Maxx employees allegedly saw him take a suitcase from a display, stuff it with items, and head for the door, according to a CPD arrest report. Charged with misdemeanor retail theft, he was released from the station a short time later.
Then, on December 21, Standard Club employees summoned police to the shelter after they allegedly saw a “large amount” of marijuana in his bag when he went through a security checkpoint. The staff gave police a box containing 76 hand-rolled cigarettes “suspected to be marijuana” that they seized from him, another CPD report said.
Zerpa allegedly told the officer that he had the 76 joints for “personal use” but conceded that he also sold them for $3 each, according to the report. He was charged with felony manufacture-delivery of cannabis.
With those cases still pending, Zerpa was arrested again Tuesday afternoon at Macy’s, 111 North State. A store security guard told police they saw Zerpa take a suitcase from a display, stuff it with $380 worth of clothing, and walk out the door, a third CPD report said.
He will be detained until he sees the two judges handling his other cases later this week.
A whole lot of killing to do “New neighbor” Daniel Antonio Mendez-Moreno has been kicked out of several migrant shelters in the city due to unruly behavior, staff members at his most recent residence, the Wadsworth Elementary School shelter, told police.
They asked police to come to the shelter on January 16 after a “highly intoxicated” Mendez-Moreno pushed an employee in the chest, a CPD report said.
As the officers tried to arrest Mendez-Moreno, the 28-year-old struck one cop in the nose, kicked a sergeant, and tried to spit on another sergeant, the report continued.
Once outside, he allegedly told the officers, Los voy a matar. Y voy a matar a sus hijos,” which means “I’m going to kill you all and then kill your kids,” the report said.
He went on to kick another cop in the chest and, at the station, spat in another officer’s face after kicking him, according to the report.
He is charged with four felony counts of aggravated battery of a peace officer and one count of misdemeanor battery. Judge Susana Ortiz released him on electronic monitoring.
That’s me! Chicago transit officers stopped Louis Blanco Navarro, 27, at the State-Van Buren Brown Line station because they saw him smoking around 3:50 p.m. on January 9.
When the cops asked for his ID, Navarro handed over a fake U.S. Permanent Resident card and a fake Social Security card, the officers claimed.
“That is my identification,” Navarro allegedly told the police. “That’s me.”
When confronted with the fact that the cards were counterfeit, he admitted that he knew they were fake, adding that he bought them to get work, the officers said.
He is charged with felony possession of fraudulent identification.
They are not sending their best. Seems to me I heard someone else say that. 😆

As someone who has actually lived in Chicago, I beg to disagree. There must be plenty of native Chicagoans who have managed to get arrested three times (or more) in three months.
There was a time when somebody like this would get clumsy and fall down 4 or 5 flights of stairs at the 11th and State cop house. I guess the current crop of bad guys are not as clumsy as they used to be.
Since he’s “out of work” maybe the dimocRATS can use him to to replace biden and, then, run him for president against President Trump???
