How high can razor wire be stacked? 2 - 3 stories high should take some time. No reason to quit stacking just because someone is cutting.
Are they cutting it just enough to make arrests or to save people from drowning ? It is hard to comment and not look like an idiot without knowing all the facts>
Just go around behind them while they are cutting it. put them on the wrong side.
