This is why Louisiana suffered during Katrina as the State Governor dithered delayed and cried, refusing to authorize Bush to nationalize the Guard, necessitating having actual active duty forces brought in to suppress the snipers targeting first responders in flooded areas. It’s also why Trump was limited using National Guard during the violent BLM and Antifa attacks on the US Capitol. State Governors were slow or reluctant to agree to transfer command authority of their Guard units. Trump was forced to deputize many troops as Federal Marshals to use them in a federal response.
