I’m pretty sure that California ‘suffered’ a huge over-count. It’s why they still have the number of congressional seats they do, which should be 2 or 3 lower.
It’s about ‘who does the counting’.
If California and New York Didn’t count, likely repeatedly, the illegal aliens, they would have far less representatives. Compare the number of voters in a conservative district to the numbers in NY or CA liberal districts, and it’s pretty apparent citizens in liberal districts vote is more valuable, since only half or less as many in some instances are blue to elect a rep.
