He really believes the bs he's spouting. And to see Gates off to the right, listening so intently, is a joke. Gates is a guy who serendipitously wound up making a ton of money because IBM's lawyers were shortsighted. Instead of feeling fortunate and supporting a system in which others can aspire and achieve their own fortunes, he supports homogenizing society, worldwide, all under him and his buddies.

What possibly makes these people think we need them to save us? What makes them think that they are smarter or wiser than any of us? What makes them think that we want to be workers or drones in their bee hive?
