I wouldn't want all autonomous drones. Now I have to wonder if drones guided by humans would even work. Would ELF have enough bandwidth to send commands in a timely fashion to maneuver the drones? Being underwater, would the person guiding the drone be able to see enough (or get info from GPS) to know where the drone was and need to go?
If the drones could be guided by humans, then great. If the technical challenges are too great and AI is required, then I guess this wouldn't be a complete replacement.

You are correct that ELF communications move at the speed of supercooled molasses (and also that GPS signals --either civil or military -- don't penetrate H2O so need inertial nav or something else).
