Many top level White House officials retain their security clearances after leaving service.
That's how Sandy Berger was able to get into a National Archives SKIF and stuff classified documents down his pants after he left the Clinton Administration (for which he was fined $500,000, 2 years probation, and 100 hours of community service.)

That what i was thinking. John Brennan and the rest of the Russia gate crew had clearance while being former employees . Trump removed Brennans security personally after the fact. Not sure about the others.
