Russia is mentioned as the intended recipient of the message conveyed by this "exercise".
Doesn't that contradict your parenthetical in the posted article title?
A 3 month “ exercise”?
Or a contingency force in place for when DC and London cross another red line in Crimea?
so this is how the Deep State plans on dragging us into a WAR.

If NATO enters Ukraine, a non-NATO nation, it enters the war as an official belligerent. If NATO enters Russia, it enters another non-NATO nation as a belligerent. If after three months of "exercise" -- which spends money of course -- it does nothing, then it does nothing. Time will tell.
Money well spent.
How’s our border?
How are recruiting goals?
F’ing clowns.
OK, when the crap hits the fan, how many hundreds of thousands of mobilized, well trained and equipped with the most modern weapons will NATO actually have sitting on the Russia/NATO frontier. The Russians have, at minimum, 750,000 of the above type troops sitting there in reserve now. How many tanks, artillery tubes and millions of artillery rounds does NATO have in theater to match the massive materiel reserves of the Russians? Don’t forget our other two burgeoning wars that have to manned and supplied simultaneously.
ReForGer II???
I flew many REFORGER missions in the mid 70’s as a young load master on C141-A’s. Back then everyone was worried about the Ruskies pouring through the Fulda Gap.
