Does a governor or mayor have the power to do this?
A serious and interesting question. Can a governor or mayor require all bus companies to declare notice before arriving in their state/city? Do they get to pick and choose depending on the national origin/immigration status of the passengers?
Under what legal theory are they claiming this executive power?
