I think NJ, NY, and IL should get what Texas gets - no more, no less.
As written, it looks like a proposition to balance the amount that Texas got to NJ, NY, and IL.
Texas should get zero while NJ, NY, and IL get 100% of the illegal alien invaders who entered Texas.
