The Ukrainians have had a black list (which includes a kill list) of people who don’t talk nicely enough about their country since 2014. They claim it’s just an NGO site not affiliated with the government, but it’s used by government agencies including border checkpoints, courts, etc., and folks on the kill list have turned up dead. Sorry it’s the blasted wiki, but anyone interested can check out the footnotes which include OSCE reports, media articles, etc.

Thailand, indeed. Why? Because this domain is therefore outside the jurisdiction of the EU and the United States. An NGO? Some argue this, but a close examination of ALL the links in the "myrotvorets"-related pages shows multiple domains, and some of them were registered in the US as early as 1999, one interestingly using privacy protection from a company in Jacksonville, Florida, and the "merch" side of selling things leads DIRECTLY back to ukr.net -- which is in Ukraine.

The war consists in part in an information war, with all sides playing their angles. None of it, based on simple whois queries and tracking down links to hosts and registrars, turns out to be other than Ukrainian-operated through Thailand. And the United States.
