Years ago, my dad told me of a guy name Eagan who donated a park in New York to the City. As soon as he died, the politicians changed the name to Roosevelt Park.
So, a guy donated his property along the Palisades to the county with the stipulation that if any attempt was made to change anything, even the name, the park reverted back to the original owners or the heirs. Must have caused a great gnashing of teeth!
Judges have ruled that once the land is given to the government all restrictions are meaningless.
Only fools give anything voluntarily to government.
