The problem with not prosecuting theft is that it might lead to more people taking the law in their own hands.

Agreed. I believe that people are increasingly losing faith in the state’s ability to afford basic protections. Drugs and theft appear to be rampant and uncontrollable. To me, this loss of faith is big evidence that we are in the midst of collapse.

With government only selectively applying the law to people, or refusing to do their defined duties altogether, it will probably become necessary, especially in urban places.
