There is no way Russia is going allow another military build up in what's left of Ukraine and keep any access to the Black Sea.
If you're conceding territorial loss, then you should be pushing Ukraine to surrender. It's the only chance it has of avoiding being landlocked country as poor as Moldova.

In case you haven’t noticed, let me update you on war at sea.
Ukraine has ejected Russians from their outposts in the Western Black Sea, like Snake (Zmiinyi) Island and the “Boyko Towers” oil platforms (which they had occupied from 2015).
Ukraine sank the flagship of the Russian Black Sea Fleet (Moskva), and destroyed its historic Headquarters building in Stevastopol, and has driven the remaining ships of the Black Sea Flotilla running for shelter in the far East of the Black Sea - as far as they could get from Ukraine, where there is still a port with dock space for them (Novorossisk).

Ukraine has forcibly broken Russia’s attempted embargo of its grain exports and other maritime commerce after Russia withdrew from the grain deal (that previously allowed Russia to inspect ship cargoes). Now Ukraine freely operates a maritime corridor from Odesa to the Danube and on through the Bosphorus Straits to the entire world. Russian ships no longer try to interdict that traffic, or even venture into the Western Black Sea.
Three out of eight of the Russian Ropucha class Large Landing Ships needed for a Russian amphibious assault on Odesa have been destroyed completely, and two more damaged to be out of action for a long time.
Russia no longer has the capability to exert sea control in the Western Black Sea.
