I'm talking about original intent. That intent, documented in Federalist #68, discussed the fear of foreigners (or "creatures of their own") being elevated to the office of the President.
Remember that they didn't have parties in 1789. Parties didn't begin to form until after the Whiskey Rebellion during George Washington's first term. The Adams-Jefferson election of 1800 was probably the first real party-centric election.
The first nominating convention was for only one party in 1808. By 1824, Congressional caucuses nominated their party's candidate. From 1831 onwards, the congressional nominating caucus was replaced with national presidential nominating conventions.
My point is simply that the Framers, not having perceived of dominant parties, expected prominent citizens to be chosen as Electors, and the Electors would do the vetting.
