This is a way to keep the masses all stirred up without spending a bunch of money. Makes for lots more airtime in the media markets, etc.
The minorities who never experienced 19th Century slavery have been played. Again.

Budget people - at least those in the private sector - are usually supposed to plan about five years in the future. So either those in the SF gov are unusually stupid or they knew all along it was a scam.

But how many of the oppressed are now left with five million bucks in debt, having anticipated a windfall, and creating a credit Hiroshima?

SF real estate is already crashing.

It's business real estate that crashed. Latest stories are about many banks shut down in San Francisco, removed ATMs and boarded up windows and barricaded parking lots. Financial firms shut down, restaurants shut down, stores shut down, so very reduced banking going on so now bank outlets have left town. When banks leave town, you know it's real bad and the City isn't getting the income they wanted from retail.

The people living in SF now travel down the Peninsula to suburbs to do their shopping and banking. People without cars are screwed because that's inconvenient to travel without a car.

Not only that, but California’s refusal to allow slavery was one of the reasons the Civil War was kicked off.

There's a lot of history behind that. Californians were as divided as the rest of the country prior to the Civil War. There was some slavery in Southern California, and a lot of arguing for and against becoming a free state. It got so bad that the military had to put down a rebellion in Southern California, and force California to become a free state. The state should have been divided up into several states, which could have put off the Civil War for more years, but the north got greedy and would not divide the state and forced it to be a free state. To this day, there are still forces at play to divide the state up because of different cultures (Jefferson in the north, liberals on the coast, etc.).

Now they are going to be required to pay additional reparations to the bureaucrats who were laid off because reparations are to expensive to administer.
