Two possibilities: He’s mentally unbalance, or he’s willing to sell out civilization for personal gain.
Looks to me like a fence riding political stunt that should come back to bite him the next election.
Unfortunately he will be there doing damage until the people put a stop to it. The South Dakota Governor is no better.
