It should be obvious why Israel doesn’t want to treat them as a “state.”
I don’t know of any real “states” with whom one can coexist, whose government policy is taking, ransoming and killing hostages.
The Barbary States operated that way, which resulted in the “...to the shores of Tripoli” line in the Marine Corps Hymn.
