For some reason, the article left out that the resolution is to amend the constitution of Virginia. That has no chance of passing. The resolution must pass at the 2025 legislative session and then the 2027 legislative session by 2/3 majority vote in the house and the Senate. Only then can it go on a November ballot for adoption by the citizens.

A state interest is compelling only when it is to ensure the protection of the health of an individual seeking care.I'd say that a fetus is by definition "an individual seeking care," therefore the state is compelled to protect it from a murderous birthing vessel, or whatever it is they call a mother these days.
