As with so much surrounding the Ukraine-Russia war -- and precious little actual war correspondent reporting, because that is being controlled on both sides apparently -- one finds the Forbes article you cite, implicating some US administration sources.

But in contradistinction....

The article ends:

Immediately, three state-owned banks topped the list of the most profitable Censor.net, 20 November 2023

The "censor.net" is spinning in one direction, while the narrative points in another via Forbes.

This suggests even more an "information war," salvos fired at targets by other targets.
